They also believe that some children were victimized by their own siblings, and while this is not an ideal situation, it does not necessarily constitute a form of child abuse. Some schools systems in the United States have made it mandatory for students to undergo mental and emotional counseling. This may be a good measure in preventing juvenile delinquency, but the fact remains that a child would not become a delinquent if he/she would have been trained to respect the laws that apply to adults.Experts in rehabilitation accept that some instances of cruelty inflicted on children and family members by their parents and siblings could be considered as more than the normal. Thus, it is natural that children affected by these incidents should be given special attention.The best way to help youngsters who are already delinquent is to deal with them using the different components of rehabilitation programs.
